This is how I manage terminology consistency in my area of expertise

Whenever I start a new project with a new client I create a guideline for myself for that particular client. I fill that guideline with certain translation rules based on answers to questions and discussion with the client until we reach the best outcome.

I then subject my translation to those rules before submitting the final results.

That way, I ensure consistency between all files and client satisfaction every time they give a new task.
