My professional methodology for a standard translation project is

Reading and analysing the source document.
Identifying any terms or concepts that could entail translation problems.
Search for equivalent documents in the target language.
Finding out whether there is a similar or equivalent type of document in the county of destination, and which terms or phrases are generally used in that context.
Preliminary translation.
First draft of the translation (unformatted).
Layout and formatting.
We edit the format of the translated file in order to make it as consistent as possible with the source document. In doing that, we transcribe the content of any stamps, seals and handwritten notes.
Review and unification of content.
A thorough review of the latest formatted version is performed, correcting any inaccuracies and unifying the style.
Certification
We stamp, sign and time-stamp all pages.
